Observation

There was only one Teacher (Lynaya Byrd) on duty during this self-reported incident which occured early in the morning. This was the time when there was just a few mixed-age children in care. The Teacher was doing two or three duties at the time: checking children in with the heightened health procedures; making and serving breakfast, and supervising the children in care in this "F" shaped space and kitchen. Thus, supervision was inadequate to prevent the incident.
